Regulation (EU) 2019/452
The EU’s framework for investment screening, which will be effective starting Oct. 11, 2020, creates a cooperation mechanism where Member States and the Commission will be able to exchange information and raise concerns related to specific investments. Among the key provisions:

Allows the Commission to issue opinions when an investment threatens the security or public order of more than one Member State;

Allows the Commission to issue opinions when an investment could undermine a strategic project or program of interest to the whole EU;

Encourages international cooperation on investment screening, including sharing experience, best practices, areas of concern, etc.;

Sets certain requirements for Member States that wish to maintain or adopt their own screening mechanism at national level (Member States “keep the last word” whether a specific investment operation should be allowed or not in their territory).
